No. After Harkon, the PC is the only VL in skyrim.

Just Harkon

Yes, he fights the whole final fight in VL form. It's actually quite fun, he does a ritual standing stone style raise dead spell that raises skeletons to attack and the rest of the time he's gliding around and throwing drain balls. Pretty much fights just like the player would. Thank god he doesn't use corpse curse.

Harkon, Serana and Valerica are the only ones who have the vampire lord form before the Dovahkiin.
