So I kinda did things way out of order when I started Dragonborn... Rather than follow Frea to Skaal village and using the shout to free the wind stone slaves, I decided to explore the entire island and came across two men and women hanging around the near Saering's Watch. I don't remember any of their names, but upon talking to one of the men, he said something about me "not being one of their pack" or something or other. He and his buddy turned into werebears and attacked me. Of course my level 81 argonian made short work of both of them, but I never found a letter or any identifying loot on either werebear or the two women. Could this have been Torkild and by me encountering him before Wulf giving me the quest, I broke it?

No, your safe. Torkild spawns at a random encounter sight, and only after you start the quest.
