Force a quest update via console?

I have run into a problem... The government switch script on DialogueDawnstar is not occuring. I had just conquered the Pale for the Empire, the CWOwner keyword data for the pertinent locations updated, the faction switches not involved with the alias in question (GovRuling, GovExile, etc) occurred on the two jarls, the town guard switched to legionnaires, the hold's fortress got garrisoned by legionnaires, the town dialog recognizes Brina Merelis as the jarl... but somehow the government switch script is not triggering. Brina is still in her home, Skald has this odd routine of walking to Windhelm (the exile travel package is in the Actor form instead of the DialogueDawnstar jarl alias package list) and back to his throne, and PrinceShroob's 'Appropriately Attired Jarls" is not switching Brina's outfit to jarl clothing. I checked the aliases with SQV and they are indeed still in the default config.

So therefore... the quest is not updating properly. Looking at the quest stage scripting, it's registered to update every 5 seconds. I checked several places for where there may be malformed PEXes (but not all... that'd take combing a lot of BSAs), I've checked in TES5Edit on a myriad of quest, NPC, package, faction, etc forms to see if there was some override shennanigans going on... and nothing. I have yet to diagnose the root cause of why it's not updating. if all else fails, I can maybe just toss in the original PEXes as loose files to overwrite any possible bad ones in BSAs.

So... is there a way to maybe give it a proverbial percussive maintenance and force the quest to update via script? I checked the script properties in question (again with SQV) and they all filled properly... it's just not running for some reason. Maybe a "script potion" can be written to force it if it can't be done via console? I've troubleshot problems before in FO3 using such a method when the console did not avail me... but I am still :bonk: with Papyrus.

I managed to kick along via console a messed up Durnehviir fight/meet script when a malformed messed up script involved with that somehow got into my setup (and removing it didn't fix it, the bad script properties were already in). I'm hoping I can fix this mess too.
