I hope so too, but Paul Sage has said in recent interviews that they'll pretty much only listen to fan feedback once they're in the Beta stage. Until then, apparently they know what we want from a TES MMO better than we do.
Possibly, but I believe I read a post from someone who asked a former EQ2 developer how long it would take to implement player housing and he said it to take just a couple days

As a quick example for non-intrusive instanced housing, all you'd need are a couple template homes and a door transporting a player to their own personal interior instance; similar to how homes in the singleplayer games transport the player from exterior to interior.
So in this case a basic player housing system could consist of several style homes spread across the different provinces (from expensive mansions to cheap shacks) in cities/outskirts/villages/wilderness for the player to purchase. Then after the player has made their purchase, they can go to the home with the key and 'unlock' the door to their own personal instance of the home with a basic feature being a chest to store your loot and some basic furniture items as a bare minimum.
Added customization features could be an option from there (crafting tables, mannequins, weapon plaques, display cases, movable furniture, buyable furniture, craftable furniture, making a living as interior decorator for other people etc.)
To me the concept of implementing player housing at launch would open up a
gigantic social aspect; especially if homes can be customized by the player with furniture items, inviting friends over or even other players offering their services to customize interiors for other players. And I believe the guys over at ZeniMax Online wanted to really focus on that. So what better way to boost the social aspect of the game with player housing?
