fort dawnguard, why why!

Why isnt the dam fortress on the skyrim world map?! Instead it is in some shifty dayspring canyon. I mean, the fort is located in morrowind, and it would be awesome if you can simply walk past those barriers(which will be removed) into morrowind and into the fort. And then, there can be another barrier.

What i want to say is, why do we have to enter some cavern to go to the fort where it is clearly located in morrowind on the roads. I wish we could somehow transfer the fort out from dayspring canyon and place it onto the main skyrim map. And then remove the morrowind barriers so we can actually walk into morrowind somehow.

I suppose it was easier to make a new worldspace then to extend the boundary and add Fort Dawnguard into the Tamriel worldspace. It feels a little tacked on and obviously-non-vanilla but I don't really mind it.
