When I got the 'Battle for Fort Hraggstad' quest for the Stormcloaks, but when I approach the fort, no NPCs spawned!!!!

I thought it was gonna go away, so I tried going through hours and hours of gameplay, working around it, but when I came back to it, they didn't spawn.

I'm on PS3 and can't mod/ script change. WHAT DO I DO!!!!!!
