Fortify Light or Heavy armor enchantment, pretty much useles

Not when you start out, and its useful if you like the look of a weaker armor better so you can still max out AC.

I fortify both types of armor with Health - it may be a wash between this and fortify armor...dunno - just how I do and have done...and it's totally worth it for me. So probably worth fortifying the armor too.

Combine the four items (necklace, ring, cuirass, boots) and Fortify Light/Heavy can be quite useful, indeed.
At higher levels one may wish to switch for Fortify Health or Health Regen.

It's great at later levels when your wearing lower level armor and need a boost to reach your max armor class.

It seems useless IMO.

Put it on a necklace, cuirass, ring and shield.
Stand still while a foe takes swings and watch your health bar appear...but not diminish.

So yeah, I'd say it's useful.

With smithing and any gear the armor cap can be reached... I don't see the need.
