Fraking Miraak stole my dragon soul on Skryim

Ok, so i need one more dragon soul to get all of the Bend Will shout, so i can complete the MQ of dragonborn and kill that monster that has been plaging the land.

Unfortuntly i still had to unlock 2 parts of that shout, and i was all out of spare dragon souls. So i went hunting on the island. Now before that i noticed when dragons attacked me, and i killed them on the island, Miraak would take its soul. But somehow i was able to find a dragon and kill it, without Miraak taking it.

So now i only need one more soul to complete the MQ of dragonborn. I head to mainland skyrim, in hopes that working on its MQ, i could encounter more dragons to kill then head back to the island to kill Miraak.

Im now at the closing part of "A Blade in the Dark" and i kill that Skeleteon Dragon. I think this is great, onces its dead i can head back to the island.

BUT

That Miraak appeared and spoke how this soul is his. He basically stole a soul of a dragon, even though i wasn't on Solstheim. Is this a bug? Or is this supposed to be intended? Will this happen with the other dragons that attack me on skyrim? Why was i able to kill a dragon on Solstheim, in the location of "Saering's Watch", without Miraak taking its soul?

It's an on and off thing... It'll happen on Skyrim or on Solstheim.

Yeah, I had that same problem. Just needed one more soul. I couldn't find any dragons on Solstheim, so I went back to Skyrim to hunt for one. Finally found one and killed it, and freaking Miraak stole the soul from me. So, yeah he can do it anywhere I guess. Had to kill 3 dragons to get 1 soul.

How far do you have to get in dragonborn mq for this to start happening? I haven't been to Solstheim in my current file, but haven't really started fighting dragons yet either. That'll be really annoying if he can start doing that at any time. It will be like vampires attacking cities and killing quest givers, making you want to rush and finish the dlc.
