Will you need to pay a monthly fee to play this game?

Nothing been announced yet, so we don't know. But yeah, there will probably be a monthly fee.

I'm hoping that ZOS will see the wisdom in the following revenue generation model:
  • Retail purchase of core game ($30.00) for the convenience of having installation disks. Download of client and data files free.
  • Optional Subscription fee that grants access to all content ($15.00 per month)
  • Microtransaction sale of playable content packs + fluff item bundle ($16.00) released monthly
  • Microtransaction sale of playable content packs ($15.30) released monthly
  • Microtransaction sale of fluff items ($1.70 each) released monthly
  • Microtransaction services and convenience unlocks ($5.00 - $20.00 depending on service or unlock type)
Odds are, however, that it will be a mandatory subscription fee of $15.00 per month until the recover development cost and make a pre-determined ammount of profit, at which point it will likely go Free-to-play with microtransaction-based revenue.

Actually, I'm kinda started hoping that it will have a monthly fee since it would make GW2 a clear winner in my eyes and I won't have any more dilemmas about which game I'll play. XD

They haven't said anything.

I personally hope it is pay 2 play.

P2P games seem to try to make a more polished game. Obviously GW2 is the only F2P model that seems to contradict that. Though it is tecnically both a P2P and a F2P game. Most other F2P games are either done with low budgets or were failed P2P models. Also F2P just seems to hit you with advertising and quick level up, heal potions kind of sales pitches all the time. Which makes them potentially a lot more expensive to play than P2P models.

But either model could be a success. It really just depends on how much of a draw they think their game has. If they feel it is top notched. It will mostly likely be P2P. If they feel they can't compete. They will probably go F2P. These days it seems everyone, except WOW hits the F2P bin by the end of the first year.

Hopefully this game is one of the few to avoid that trend.

I'd like to see a model that opened up lvl based content in chunks. Like 1-10 free. 11-30 unlockable x-pack for $30. 30-50 unlockable x-pack. Access to elder game content subscription based for $8/mo or something.
