Post a dxdiag report, please.

Use the Search box or Run... box, type: cmd and press Enter.

In the command prompt, type:

dxdiag /t dxdiag.txt
and press Enter.

Now go to the %userprofile% directory (C:\User\), find the dxdiag.txt file. Open the file. Select All. Copy and Paste its contents here in a reply. Use the spoiler tags, by either using the following:
[spoiler] dxdiag text [/spoiler]
or by clicking the icon (Special BBCode) next to Font menu, and selecting 'spoiler'.

Since you have not stated, what did you do to correctly configure your system to run Fallout 3?

Did you follow the instructions here: http://www.gamesas.com/topic/1465357-installing-fallout-3-with-windows-78-and-xp/

Fallout 3 is was released long before Windows 10, your current OS, and they will most likely not bother patching the game to be more compatible.

M48A5 gave a good link for work-arounds.

If you are experiencing this problem with multiple hours already logged into the game, try going somewhere else and see if you still freeze.

In my experience with Fallout 3 GOTY on Steam using Windows 8.1, I had to avoid certain areas, few and far between... like 3 total, which were rather insignificant locations. If it is a specific area you are freezing at, I would suggest avoiding the location and exploring other areas until you find a real fix.
