In the first games, on the west coast, the super mutants were not all stupid. They were an army lead by the super mutant master.
Spoiler
After the Master was killed some mutants went their seperate ways.
Some became friendly towards humans, while others were still loyal to the master. On the east the mutants were made with different chemicals, causing the mutants to come out dumb, and hostile.

West coast muties are different to east.
As well as that info posted kindly above already, two factions of mutants exist in NV, that I heard from some source here or on the wiki.

Yeah, that's probably because they are the SM from FO1 and FO2.

There's going to be a mix of Smart and Stupid Super Mutants. It's all about generations. The models are going to be very different compared with the one in that trailer since it was just a placeholder. All in all, I think Obsidian did a great job with the Super Mutants.

With the Mariposa strain of FEV, the intelligence of the resultant super mutant is directly proportional to how irradiated the human is that goes in the vats. First-generation super mutants were virtually non-irradiated, and as such their intellect rivaled that of the average human - though still slightly lower, on average. Subsequent generations were increasingly irradiated (though the games only deal with the first generation and the second), and thus were dumber.

As far as Vault 87 super mutants go, it's not clear if it was just the different strain of the virus, or if there were other factors possibly including irradiation, that caused the vast majority of that breed to be exceptionally dumb; the only exceptions I'm aware of are Fawkes, who is actually at least as smart as the average human, and Uncle Leo, who may be about as smart as a first-generation Mariposa super mutant.

They should, considering they're supposed to be West Coast mutants, not the East Coast ones. As has already been said, the super mutants in Fallout 1 and 2 were created in a somewhat different fashion from the ones in Fallout 3, and aside from them not being, with a couple exceptions, always hostile to the player, this also meant they looked somewhat different. You don't even really need to play the old games to know this if you don't have an easy way to get them or don't want to for some reason, the information should also be available on the internet easily enough.

I'd guess that we'll still see some mutants that are hostile to the player, but there should certainly be more that aren't automatically hostile than in Fallout 3, I'd expect.

I wonder if any are in the strip. From what I've heard there are ghouls in the strip so it'd be a little hypocritical for the people of vegas to discriminate against super mutants.

Yeah i beat both Fallout 1 and 2, i was just commenting that they didnt use the same model, which i like. They could of been lazy about it and just kept the same model. I like how it really feels like an old school fallout but keeps the Bethesda open world. I mean there are still some Die Hards that want the isometric turnbased gameplay back.
