I'm on the mission where you trap Odahviing, the dragon. I go through the conversation with him, but when its time to let him go I have the guards release him and everyone start to attack him. He wont fly away or anything. He just fights back and once his health is depleted it just regenerates. Its pretty much a never ending battle.
