My graphics card is being detected as a much older one (7900 gs) when I have a gtx 295. Could this be the cause of my stutter problems? I've tried the the dx9.dll thing, but it had no effect.

That is part of the dx9.dll thing to trick it into thinking it's an older card. If it is not working for you then remove the dll and it should fix the problem.
