I finally got it to work.
This is gonna be kind long, so I apologize for that.
OK here goes:
I have been using, modifying, and mix/matching a bunch different tweaks to get the game to run smoother/faster/graphically more stable/pretty.
The first thing I did was add launch option for the game through Steam:
In the Steam menu go to library
Right click on RAGE
Select 'Properties' a pop up window appears
Under 'General' left click on 'Set Launch Options...'
My Launch Options are: +cvaradd g_fov 12 +image_anisotropy 16 +image_usecompression 0 +g_showplayershadow 1 +m_smooth 0
Second thing I did was to create Cache Folder:
For Windows 7: Click Start Button, click your name (or whatever the user profile is named) should be the first option on the right hand side of the pop up.
Go to AppData, (you may have unhide hidden folders to see this folder)
Once in AppData folder go to Local
Inside the Local folder create a new folder named "id software" (all lower case and no quotes)
Inside the id software folder create a new folder named "rage" (all lowercase, no quotes)
Once you run the game after doing this the rage folder will be populated with two cache files (one them will like 1 gig in size)
The third thing I did was to create a config file:
Go to: "C:\Program Files (x86)\Steam\SteamApps\common\rage\base" and create a text file named "Rageconfig.cfg" (I used notepad)
Inside my Rageconfig,cfg file I have these settings: (these will work if you have a 1 gig of VRAM on your video card (you can copy and paste these into your Rageconfig.cfg you create))
seta fc_maxcachememoryMB "1024"
seta vt_pageimagesizeuniquediffuseonly2 "8192"
seta vt_pageimagesizeuniquediffuseonly "8192"
seta vt_pageimagesizeunique "8192"
seta vt_pageimagesizevmtr "8192"
seta image_preload "1"
seta image_useCache "1"
The forth thing I did was download the newer RAGE AMD hotfix drivers:

If this still doesn't solve the problem I recommend:
Remove the Rageconfig.cfg file, load up the game and try again
If this works "GO TEAM VENTURE!"
If not put it back in the rage/base folder
This is how I got my game not to crash after completing Mutant Bash, and I'm about 65% sure it was to due to luck more the settings/tweaks/fixes.
