Game won't load - Error screen

I've just started using the Skyrim offline version
When i try and launch the game i get the following error - "Error reading application id. Please either write to steam_appid.txt or use the launcher!"

to run the game I am using the file SkyrimLauncher.exe Which is 1.2.14
