Gameplay stutter - yet again.

Hi - I know this is not a new topic but I don't get this.

Today I started experiencing stutter in Skyrim. Yes my game is modded but I've been fairly conservative and can't find any topics regd. the mods I have and bloating, more about that later.

The reason I don't understand this is that nothing have changed. There are threads covering amd and driver issues, there are threads covering particular mods and there are threads covering savegame bloat-related stutter due to install/uninstall of mods.

I have the same gfx card and drivers as I did when I installed the game: AMD 6950CUII gfx drivers are 12.8

Frames seemed to be sorta capped at 59/60, still my first attempt to mend this was installing the Skyrim 64Hz stuttering Bug Fix: http://skyrim.nexusmods.com/mods/2581 this did NOTHING.

Now my issue here is as follows:

1) Game ran smoothly on install.
2) No hardware or driver software have been changed - in that respect everything is identical.
3) It's a short game only got to lvl 11
4) Yeah I have a few mods but none of these were added (or removed) at the time of this issue surfaced.

I HAVE mods and at first I thought my savegame was bloating but sorting on date/time shows that the size jumps up and down - strangely so too imho:

Savegame size is around 4MB until i enter temple of dibella where it triples up to about 16MB and then goes back to about 4MB upon entering Hall of the dead. Roughly 2hrs plus of gaming. Then it blows up to 12, then 21 and finally 23MB plus just to stabilize on 19MB... comparing to Oblivion (modded) this is atypical, there I had a reasonably stable growth. But regardless - at 23MB I don't think savegame size is the cause?
I've posted this under HW/SW issues as well as I don't really think this is mod related.

Mod list/order:

1) Dovakiin Hideout
2) Official HIghResTexturePack
3) UnofficialSkyrimPatch
4) Immersive Armors (v6)
5) Bandoliers - Bags and Pouches
6) Open Cities Skyrim
7) UFO (Ultimate Follower Overhaul)

Now, most of these are either patches or very common/popular so any issue regarding this list should be well know.
Mods are ordered by BOSS, Managed by NMM (that actually updated today but I can't see any relevance there), and the game is launched with SKS. Not using wrye tools as 1) not that many mods and 2) Wrye is currently in alpha and migrating to a diffrent language platform.
