For this glitch (usable on any console) You will need to go to Riften. Once inside head to the black brair meadry. Once inside, there will be an elf named ungrien. Talk to him, and click the dialogue box "tell me about maven black brair" He will tell you that if he is found say anything bad about maven, he will be fired. Keep doing this and your speech will be 100. And if your speech is about 30 or below, you will level up enough to have most of the perks.

A little warning: your level will go up, too, and with it the monsters' level, while the Speech skill and tree offer little to nothing to balance it.

I tried this and got NO speech leveling. I'm not sure what you're talking about here.

you have to pick the persuade option...this convo allows you to persuade him over and over, boosting speech

You can always lower the difficulty.

I'm afraid to say, but this is kind of old. Pretty much one of the first tips I picked up (Possibly on UESP) within a week or two of the game's release.

You can also try pickpocketing a guard and when they catch you; you can get a option that you can use to tell the guard to leave you which increases speech by a lot. I did this. Was a good money sinker for those who have like 500,000+ Gold in their pockets.

Note: You can only use the option ONCE per guard.
