I'm trying to get Cass to follow me to Freeside to meet with Jean Baptiste, and she just keeps saying something about her Caravan papers. How do I get her to follow? I already dismissed my companion so she would, but I can't get the conversation to go any further.

you have to help "ranger jackon" in the headquarters of mojave outpost before she will be "allowed" by jackson to leave.

you need to go do a quest for the caravan and then when you go back for payment you will get a quest from the caravan to by the rights to Cass's caravan thus freeing her to follow you.
