How can I get rid of the bounty without paying the guards or going to jail?

I'm a member of the thieves guild and I've heard some of the NPC's saying that I can get rid of my bounty cheaper there, but I can't find the NPC that does that. Do I have to do a certain amount of thieves guild quests before that becomes an option or something?
