Im in the valley where the khans reside (red valley something) I′m trying to get the khan of khans to leave the Ceasar alliance. I have convinced the three people to join my cause. I have exposed the ceasar envoy publically and he got killed.

Now nothing else happens. I have no more dialogue options. No map marker telling me what to do.

Is the quest bugged/broken like so many others or have i missed something?

You have to convince all four advisors to complete the quest Regis, Jack/Diane and Melissa.

I have convinced them all. 1.The girl near the quarry where the deathclaws are at. 2. Both chem makers near red valley. 3. I have no speech options for Regis to go against the khan. No speech options for the khan leader either.

Can the quest be busted because i exposed the ceasar envoy? Not having done things in the right order. Theres no map markers showing me what to do next.

I have the same issue, however according to my strategy guide it says you need two pieces of evidence to convince Papa Khan to break of the alliance along with the backing of the 4 advisers.

That is the Journal from the Legion emissary in Red Canyon, it's in the Long House in his room in a foot locker, and then you have to vist the Fort and gather more evidence something that shows the Legion has the intentions of enslaving the Great Khans after they eliminated the NCR.

Basically you have to complete so much of the main quest so Legion take notice of you and invite you to the Fort, or something.

It will probably resolve itself when i start to do the main quest which i havent even touched 30-40h into the game

I am stuck at the same point.. I am Idolized with the Khans, sent the one kid to the FoA, did all the Jack and DIane quests, Saved that dude, Helped Mellisa, got the Legion guy there killed, found the note... and still Regis and Papa just look at me. Guess I have to backburner this quest line until I get more involved with the Legion.

Well i killed Papa Khan in his sleep and then Regis could take over and be on my side.

the solution is dont do the speech challange with karl.. just convince jack/daine melissa and i just show the note to papa khan ..

for me.. if i tried speech challange then the quest bugged out so there is no more talking selection for papa khan..

How did that work out? Does that have any negative ramification later in the game, with papa khan out of the picture? Or is it just quest over and completed?

It ensures the Great Kahns fighting alongside the NCR in the final battle.
