The file you downloaded isn't an installer for the GECK...it's the GECK. Just place the .EXE all the files in the same folder as FalloutNV.exe (/Steam/steamapps/common/fallout new vegas) and run the .EXE.

IIRC it also came with a DLL. Place the DLL in the install folder as well.

Install it at the same place as the game. The .DLL you need is libvordis.dll, and it comes with the game.

You need to open a file.

Click File -> Data... or click the second toolbar button (looks like a folder), then select and checkmark "falloutNV.esm" or optionally an .esp file (or multiple .esp files), for .esp files click "Set as Active File" for one of the .esp files so that changes will go into that file then click OK.

Checkmarking an .esp file will automatically load its masters, and setting an .esp as "Active" makes changes go into that file. All .esp files will have fallout.esm as a master so it's not necessary to explicitly checkmark the "falloutNV.esm" entry. Be careful that you un-checkmark any other masters (.esm) that are not required by your .esp, the GECK has a nasty habit of auto-checkmarking master (.esm) files.

To create a new .esp file just checkmark "falloutNV.esm" and click OK, on saving your changes you will be asked for a new .esp file name.

You CANNOT mark any master (.esm) as the "Active" file, this is to prevent you from changing anything in a master file.

Should you need to actually change a master it will need to be converted to an .esp first, this is a binary bit flag in the file and can be changed by FNVEdit or TESSnip from FOMM. It's not recommended to do this unless you are very experienced in using the GECK.

I hope this is what you were asking. Anyways, this should help someone to get started with the GECK.
