When I completed the quest to become the Head Arch-Mage suddenly every body I talked to has a pinkish fog around them. Is there something I did to cause this ? If so how do I correct this problem ? Is this a bug ?

Sounds like an active detect life spell to me. Check your spell effects, then your items. Remove the item, it should make the fog go away.
