I am on the college quest, at the Good Intentions chapter. I found the Auger of Dunlain, and he instructed me to find the Staff of Magnus, and to speak to the arch-mage to continue. The waypoint arrow directs me to the area just outside of the Hall of Elements, and when I do a local view in that area I can see the arrow on the tower area, but I can not access it, almost as though he is on top. I have waited, fought a dragon in the college courtyard, waited, done another quest, etc, etc. The point does not move, he is not in the Arch mage quarters, Hall of elements, or any of the indoor college areas. The point continues to show outside on the tower area. I also looked in the outdoor area behind the tower you can access from the mid-levels/stairs.

The only area I cannot get to is the Skyrim exit from the arch mage quarters that requires the key (which I believe is acquired by completing this quest line).

Am I missing something or is this a bug? Any ideas would be appreciated.
