Guard with staff : V

Has anyone ever encountered a guard with a ''staff of lightning bolts''? I was fooling around in Riften and when bunch of guards attacked me there was that one guard with a staff, and boy, he was fighting like a pro:

He probably just picked that up and decided to dual wield, I have bandits that decided to do that when I killed mages in front of them.

I used to use the barrel outside Warmaidens to store loot, including plenty of adept level destruction staves.

So what do you think happens when vampires attack Whiterun... Guards and civilians picking up my staves and unique artifacts. One guard was dual wielding staves, one was wielding Volendrung, it's safe to say they won.

I am so doing this. Can't have any NPC's dying on my watch!

I'm gonna litter the streets with Dragonscale armour and Dragonbone weapons now...

If this really works it could be a great way to help the guards defend the cities from vampire attacks. They can use all the help they can get.

Excellent idea... I've been a bit concerned about what might happen when Bethesda's impenetrable defences finally fail, allowing the Vampire hordes onto my PS3. Does anyone know if 'turn undead' enchantments work on Vampires? If so, would it make sense to hit the smithy, the enchanter, and strew the streets of Riften with a job-lot of ' Iron-Greatswords-of-"eff-off-Vampire"', or would higher-end stuff be better... I'm on an Ebony budget, soul gems I have though.
