I've had this problem all day where I am unable to use Wait or Fast Travel because guards are pursuing me. I don't know which guards are mad at me, but I've tried punching a random Riften guard and going to jail, paying my fines etc. I also tried saving/loading several times, but the problem persists.
Has anyone experienced the same issue or have advice on how to solve it?
