Hello everyone!

This just started happening today... I went outside Honeyside and a guard was standing down on my steps, he looked up and started trying to talk to me. Then he proceeded to follow me. I went inside the house and back out into Riften, where a guard noticed me, started talking to me, then proceeded to follow me. Then the next guard started following me, too. They keep coming up and saying "Better not be causing trouble." or whatever line, but then they proceed to stare at me or follow me if I move. It's getting annoying, I want to punch them in the face. I started shooting fire at the first one, paid my bounty and he just kept following me. What is going on?!
