Has anyone ever seen the really short Falmer?

So yesterday I was doing a quest (The Lost Expedition) and I noticed there were around 2-3 Falmer Gloomlurkers that were like 2 feet tall. They were still as strong as the normal sized ones. Has anybody ever seen these?
