i ran across a building named blackreach....it looks like a large bird cage and there is a lever in the middle on the floor but no way to get in....what is this?
Yes, it's an interesting place. Once you find a way inside you should be surprised. It was one of my favorite areas of the game. I'm being vauge so as not to spoil anything for you.
1. It is a required place for the Main quest and one of the more memorable places, so yes, we have heard of it. Also, it is required for the main quest. so if you had not completed it, the game may lock you out.
It's a place associated with the main quest and a Daedric Prince. Go to Septimus Sigmus' Outpost. He has the key to get inside. Guys, don't tell him what Blackreach actually is. Best to leave it a fresh discovery.

It is not associated with a daedric prince aside from the tangential fact that you need to do a task to complete a daedra quest. It is a dwarven ruin first and foremost.
Oh, and if you shout any word of Unrelenting Force against the big lamp near the Tower of Mzark, a dragon called http://www.uesp.net/wiki/Skyrim:Vulthuryol will appear and start attacking you.

It doesnt. Thats how people get the scroll for the oghma infinium glitch.
Its a great vacation spot filled with hot sixy underground elves in black bakinis all waiting for you, the dragonborn! When you walk in, make sure you leave all your armor and weapons behind, or you'll scare away all the pretty elven girls.
