It's very unlikely they bothered making separate one just for PC version. They didn't do it in previous games, this one is unlikely any different case.
Maybe the control prompts will be different so instead ABXY for xbox and X, circle, triangle, square for playstation you'll have something else but generally speaking I'm pretty sure the user interface will be the same.
Pic? The UI is the Pip-boy, so it'll be the same. As for the hotkeys, hopefully this time around they'll be more sane, as in Skyrim (ie. WASD and activate key instead of arrow keys and enter).
I remember Todd Howard saying that he regretted not making a more appropriate PC UI for Skyrim but I still totally expect us to get the exact same UI as the consoles.
Todd Howard said this? Where? I think I remember Pete Hines where he said he's sorry he didn't give PC gamers a PC UI for the PC version of The Elder Scrolls V: Skyrim.

That'd be an odd thing for Pete Hines to say; he's not a developer or a publisher or in any way involved in actually creating the game.
Pete Hines is the Vice President (VP) of marketing for Bethesda Softworks though.
He can say what he wants to have in the video games developed by Bethesda Game Studios and the Bethesda Game Studios employees and Todd Howard have to listen to him. If they want to sell their video games.
Although Pete Hines last year at Quakecon 2014 said Todd Howard can now do whatever the hell he wants.
They haven't shown the PC GUI specifically, and judging by the PR for previous games, we probably won't see it before release. We can assume that it'll look the same as the Xbox interface for the most part, but I would be very interested to see the control prompts for interactions like dialogue and looting. I sure hope that they've made it flexible and remappable, otherwise I'll have to spend time mucking with CFG files before I can play, like I had to with Skyrim.

There will prrobably be a mod called "FallUI" just like "SkyUI" for Skyrim that is by far the most downloaded mod on nexus and is absolutely mandatory to install for a better PC gameplay experience.
I hope not. I preferred the default Syrim UI and only had to get SkyUI to get MCM and then download the SkyUI Away to get rid of most of the UI changes. Hopefully this time MCM is not bundled with the UI mod or at least have an option to just install the MCM part.
What I have seen the UI looks great.
First on the list will undoubtedly be to seek out a PC-optimised UI made by some awesome modder out there

I know opinions are opinions but I'm still unable to comprehend why some prefer vanilla UI over SkyUI. The vanilla is ugly, extremely unaesthetic, beyond impractical, wasted space, etc. In other words the very VERY worst UI in gaming history. Installing SkyUI was mandatory and I was immensely glad it finally covers crafting menus as well. Some say the vanilla UI was designed with controller in mind but that's utter BS. If SkyUI is bazillion times better to use with a controller than the vanilla UI (as countless people have said), then perhaps Beth should consider firing its UI designers.
The little amount we've seen of Fallout 4's UI is not good. Improved over previous titles but still way behind what modder can do.
I assume it's going to be the same thing with the three button screen again. I found it simple enough on console but it was really fiddly on PC.
Skyrim's UI was a good concept marred by unresponsive mouse support, stupidly huge text and menus that required scrolling even when they didn't need to. SkyUI made it into the best UI I've used in a BGS game.
I'm very interesting how conversations works on PC since they said you'll be able to move and do whatever during conversation. So I'm guessing moving your mouse to pick dialogue choice won't be in. 1- 4 numbered keys? They are used in Favorites. So what keys are for dialogue options? I wish devs would answer.
It's a big shame that Bethesda really messed it up after Morrowind when it comes to UI just because they go console-first when designing it. Recalling how they touted Skyrim UI at launch and said they were inspired by iOS, praising Apple, (which is bad in itself) the end result being the infamously bad UI (the only one that's near-universally loathed and changed by everyone) really worries me. What they showed for FO3 doesn't inspire confidence again, with tons of scrolling and wasted space again. I hope browsing through items won't take up a quarter of my playtime this time.
They said that too with Skyrim that you can move around while convo,but turn out it dind't happened.
Basing on the videos and Piper's,it doesn't seem you can move around either.
The only game I can think off that does let you move and even rotate camera while in convo is a game called Two Worlds 2.

Yeah, sadly DarN hasn't been modding for a while now. Even the DarNified UI for New Vegas was left incomplete which is a bummer.
