I was hoping someone that has the Deft Movement perk (play time using it in game) could save me some time by telling me about the perk.

Can some one tell me how the DEFT movement perk works. What I mean is that looking at the perk in the CK it seems that the only thing that happens is that no damage is applied to the actor for a melee attack or arrows. But the actor will still react to the hits (like stagger and pain) is that correct?
