2. If you're into MMOs, then yes, you should look into it. Don't worry about it now though. It won't be out for a while.
3. Not sure, I think within this last week.
4. No. It will be 3rd person, multiplayer, fast combat. Not single player, first person, casual playing. But the lore, races, and cities will be the same.

1: ) Possibly in the future, but it's only confirmed for Mac/PC so far.
2: ) Depends on how bad it actually turns out to be.

4: ) Combat Wise? Not in the slightest. No player housing, no Lycanthropy/Vampirism, quite a few main-stays of the Franchise have been taken out. -However-, the Lore's decent... so far.
(Also Imperials have gotten the boot as well, apparently.)

it will be like guild wars 2 in many gameplay ways, but with some elder scrolls twists like their take on public dungeons, and voiced quests [not really new anymore, but still awesome], no quest hubs.

not for consoles. its mechanics would not be suitable for them. sorry to say.
