have they fixed the melee perks yet?

Does anyone know if the melee perks are still broken? I know the sword, mace, and axr perks at one time only increased the base damage multiplier before skills, perks, and enhancements took effect.
Like the sword crit. Taking an iron sword and taking perk and since base dmg of the sword was 9 u would only get a +4 or +5 increase in dmg no matter if u was 100 in 1handers and Smith enhanced the sword over 200 dmg, it would have only given the +4 or +5 increase.

Does anyone know if they have fixed the perks or not yet?

It's the same as it always was. IMHO it's a miss from them, rendering these perks useless as they add pretty much nothing.
