This city is destroy, but why not, the dragonborn can fix this city, and become the jarl of this city

In french, if you speak this : Helgen est une ville détruite et maintenant habitée par des bandits, mon idée est que l'enfant de dragon puisse reprendre cette ville et en faire la sienne, et ainsi devenir Jarl, cela serai vraiment intéressant que l'enfant de dragon soit récompenser pour tout ce qu'il à fait.
Et j'espere aussi qu'il pourra contribuer au bien être de ses concitoyens ect...

Helgen is in Falkreath Hold which all ready has a Jarl.

Helgen is also an encampment and not a city. Its a stronghold for the Legion (or it was at any rate).

Helen is a part of Falkreath Hold - its Jarl is the Jarl of Falkreath. I'd be all for rebuilding Helgen, but it would make no sense if we became Jarl.

If you were with the Legion and helped rebuild it I could see you become commander of the stronghold but that's it.

As mentioned already Falkreath has a Jarl and Helgen was only an outpost plus you can already build a home in Falkreath hold, a better option would be Winterhold as that is the capital of a hold and the former capital of Skyrim and it’s the only hold you can’t buy or build a home in
