Hey, this may have already been mentioned but I did not see it. I've retrieved the Helm for the Jarl and at a different time he gave me the quest again telling me the Helm is in a different dungeon. I am assuming this is a level scaling thing but if there is like an on/off switch on this Jarl for giving the quest, it does not set to off if the Helm has already been retrieved.
