So I have built all 3 houses, but they are all bare inside. I was just about ready to go buy lots of materials so that I could use the workbenches to build all the furnishings in the rooms.

But then one of my followers walked up to me and I talked to her, and I changed her from 'Follower' to 'Steward', which was fine. I got her to hire a bard, buy a cow, buy some stone etc.

There was an option to 'Buy some furnishings', and I bought them all (eg Trophy Room etc) and I spent 1000's of gold but when I went back inside the house everything was still bare. Should it not be full of the furnishings that I bought from my steward? Where are they?

And how do I make toys and sweets for my two adopted kids?

When you get furniture from the Stewards, it takes a few in game days for it to show up.

As for toys and sweets, try the kitchen areas. Not sure on toys, I never adopted, but the work bench would be the first place I would check. It may not be an option until you do adopt the kids.
