At the top of the map near the dragon icon there's a shield icon poi but no matter how many times I walk around the icon it doesn't uncover anything. Any ideas?

Are there mountains in the area?

Frykte's Peak. Summon Arvak and ride him up the mountain. Be careful. You can only get the location after you get on the VERY highest point of the mountain. Be careful not to sprint once you get close to the top; Arvak is fast and you might accidentally sprint right off the edge and die. It's pretty much useless, though. You can't fast travel back to the location (you just end up halfway up the mountain)
