I've talked to Ranger andy and corporal Sterling and gotten the dialogues with Raul. But when I go and talk to Loyal (Have not completed Volare) the only dailogue option they give me is "goodbye" and I cannot trigger a convo with Raul. I'm playing on the 360 so console commands are not an option. Any help would be greatly appreciated

Like all companion quests this one looks like it can be very fiddly. Have you gone over the Wiki http://fallout.wikia.com/wiki/Old_School_Ghoul ?

Check your questlog, It may indicate you need to do something.

Other than going back and trying it again, I'm at a loss to help.
