Hi,

Ive come to the forum asking for some help regarding the purchase of Hjerim in Windhelm. Last time I asked I was told that the Blood on Ice quest is not the only prerequisite to be able to buy the house , and that I need to do some quests for the Stormcloaks .

Well Ive liberated Whiterun and now im on the quest : Liberate Falkreath.

Isn't it enough still?

When I got back to Windhelm one guard said : Hjerim is a beautiful home and its up for sale , you should speak to the steward. Well I went to Jorleif but nothing.

Is this bugged or what must I do to buy Hjerim because im going insane.

You have to complete the Liberation of Falkreath quest before Ulfric will give you the right to buy property in the city. There's only one mission involved, the taking of Fort Neugrad. When that's done you should have an objective to return to Ulfric in Windhelm and then he'll reward you and one of the rewards will be the possibility of buying the house.
