Not entirely sure. I just know that you're directed to go there after meeting a wanderer and asking about learning speechcraft.

Bard's College isn't joinable I think. There's just the odd quest associated with it. From what I know it's that the Jarl there, she doesn't want a certain festival this year that's important to the Bards and you have to convince her to host it.
