High End PC Stuttering Issues

Hello,

I recently built a new rig and wanted to play skyrim again and with this new hardware I put in I seem to be getting a constant stutter in my game every 2-3 minutes that will last for 1 second. It does not matter if I am outside, inside, or even paused in the options menu. The most bizarre thing is, I don’t have one mod installed.

My Setup:

AMD 8350 – 8 Core – 4.0 ghz
Asus Sabertooth 990 FX Motherboard
Nvidia 660 TI – 3 gigs of ram
Nvidia 480 GTX (used for physx in other games)
Crucial 256 gig SSD
16 gigs of ram
Corsair 1050 watt PSU

So far I have gone to my wits end trouble shooting. This is what I have done and nothing has worked so far…
  • Unplugged GTX 480 – Thought it was conflicted with skyrim.
  • Checked all drivers including nvidia, bios, and chipset. Also went back to previous driver versions with nvidia.
  • Changed settings to default and low settings. Also turned off vsync and mouse acceleration.
  • Preformed fresh installs with no mods and check integrity of cache with steam.
  • Did Nvidia tweaks
  • Cleaned out saves folder
On a side note, I dont think Skyrim is running correctly with these new AMD 8 core CPU's. Before I upgraded to my CPU i ran skyrim on my 660 TI and it ran fine with my old CPU. Is anyone else running this game with an 8 core processor? Also I am running other games like Planetside 2 and Farcry 3 flawlessly.

If anyone could offer any type of insight to what exactly my problem could be it would be greatly appreciated!
