High profile target in Windhelm?

Seriously, I think I've tried to kill everyone. NO ONE associated with Ulfric can die, the merchants can't die, and all the ones who can die are apparently not high profile.

Why can't the merchants die? They are a high profile target simply kill a street vendor.
