Highest Alchemy, Enchanting without Cheating?

Question for anyone. I have been working to make the best possible potions and gear for enchanting and smithing without using the fortify restoration trick. I had an idea that once I get my alchemy to 80 and have all five alchemist perks along with physician and benefactor that I would make fortify enchanting potions and start making fortify alchemy and smithing gear. I have 100 enchanting and four relics of Ahzidal which takes my enchanting to 110. I am using the Falmer Helmet and Circlet "glitch" to wear two pieces of fortify alchemy head pieces as I don't consider that a glitch, but a physical issue. Falmer's just have big heads that allow you to wear the circlet under the helm so I can live with that in my mind.

My thought was to make fortify enchantment potions and then enchant five, pieces of gear for alchemy then use that gear to make stronger potions, then use those potions to make stronger gear and keep repeating. I know it sounds like a lot of work but I was trying to do this without the fortify restoration exploit. My main goal was to make gear that made destruction and conjuration spells cost over 100% less to cast, along with just awesomely smithed gear.

Anyways, after the third evolution the gear would not enchant any stronger, nor did the potions get stronger. Here is where things stopped going up. Again, this is using five pieces of gear for fortify alchemy and also four relics of Ahzidal when enchanting on top of the potion I made;

Enchanting potion - enchantments 36% stronger
Smithing potion - smithing 143% improvement
Alchemy/smithing gear - 31% stronger potions and smithing per piece

Does anyone know if this is the cap, or is there a way to make these stronger without cheating? From the alchemy perk tree I don't think there would be a difference in this between 80 or 100 alchemy with the perks I have taken. Thanks for reading, sorry for the lengthy post.
