From the moment i hit lv 59(where revered dragons supposed to spawn), i am now lv 82 and i see no legendary or revered dragons(legendary spawn at 78). And i have been through numerous dragon encounters and most of these are simply blood or frost or ancient dragons with the occasion normal dragon.

Is it normal? i reckon i had at least 20 dragon encounters.
