I havent joined the civil war quest yet, but today i walked past fort neugard, a fort needed to be captured if you are on the stormcloak quest.

However right now, the fort is inhabited by bandits but! When i entered, i saw ralof AND hadvar killing the bandits. Together. And then they walked down the street. Together.

Arent they enemies?! one is a stormcloak the other is an imperial.

that is most certainly a bug, neither of them should be there.
