The game has been in development for 5 years, so they likely haven't been rushing it. It's also being developed by ZeniMax Online Studios.

Time isn't the real issue. What is the issue is prioritizng and managing that time they have. We just have to hope that ZOS understands the necessary features at launch that are a must in order to help foster a community and encourage longevity and investment in the experience. As Tecca stated, Bethesda Game Studios is not developing this MMORPG, as they shouldn't. They aren't qualified. ZeniMax Online Studios, a team created for the purpose of developing ESO, is making this game and it has been in development since 2007.

This game will need 6 months+ for beta-testing alone.

SWTOR had Game Testing from October 2010 almost all the way to launch, well over a year. I would expect ZOS to do virtually the same thing. But, instead of releasing bits and pieces of the game at a time like BioWare, test the entire product as soon as you can and with as many people as you can. While it's important to have a polished starting experience, it's also important to have a polished elder game, of which most MMOs generally suffer. ZOS certainly needs to know as much as they can from player feedback and find out if elements of the game are broken/buggy or not.
