I have googled and have not found anything talking about this glitch I've been having.

I'm at the last part of the "Horn of Jurgen Windcaller" Quest and just gave the horn to the head greybeard and learned the final word of unrelenting force. Then the head greybeard says that he and the others will now speak to me, but despite being in the correct position they never do. I noticed one of the four (Borri) is missing from the room and I assume that is why the interaction is glitched and I cant finish the quest. I looked everywhere for him and couldn't find him.

Is there a way to teleport borri into the room? I tried using moveto with borri's code (886B4) to no avail. I can complete the quest using setstage, but they continue to be glitched.

Any ideas?
