Horrendous FPS even on low settings

I'm getting 15-40fps in the "tutorial" at the start, even on low settings, specs as follows:

ATI Phenom II x3 720 (O'Ced to 3.6GHz)
Radeon HD 4850 (OC'ed to...something :P)
4GB RAM

I've tried disabling v-sync. Any ideas? :(

have you turned off any other settings? I myself always turn off antialiasing because its such a performance hog without much benefit.

Yeah, I've tried it on low without any AA or AF. Still low fps :(
