I was quite dissappointed to find no horses for sale in Solstheim; is it just me or are there no horses there?

Also, has anyone found the Skaal Warrior's brother who is supposed to be a Werebear? And can you become a Werebear?

Dunmer don't use horses thus non on Solstheim. As for Torkvid he is a random encounter and might be killed before finding him. Also no you can't become a werebear.
