Yes, they have same heads and different bodies, that's how they do it.

I was kinda surprised that a game with such FEW npc characters actually used doubles of the same head. That is just... idk... silly. It doesn't bother me, I thought it pretty funny to find doubles.

I don't know what the guy's name was, but some guy in Subway Town looks like those guys...

Doom3 was worse in that respect. Looked like a movie with 50 different charcters played by only 10 different actors.
But doesn't really bother me as long as the game is fun to play.

With the small population in the Wasteland, I would have to go with....Inbreeding!
