well everybody has a lot of drag soul so why don't put it in perks

for shouts has about 30-50 souls
perks you can choose 81 but in total has more than 200

so why don't put those souls in the perks
and it's a justified overpower because you killed more than 1 hundred dragons to get it

This has been thought off before, but the general consensus is that it would make you too overpowered. The whole idea behind the perk system is that you can't get all of them.
